臺防重要敬舉人才片\n日本商務可允球案宜緩折（光緒六年十月初一日）\n竊惟日本擅滅琉球，中國屢行責問，彼遂賂我兩島，而因以推廣商務，改立新約為請。近聞其使臣屢催總署，迫我速結。臣以為此不可不審也。\n七月初十日，臣為俄事所上「邊防」一疏，曾有『聯日本以伐交，商務可允者允之，使彼中立，不助俄勢』等語。所云聯日本者，專指商務；且必可允者方允，與球事無涉也。既允商務，則必與之立約：中俄有釁，彼不得助俄，為寇濟餉屯兵；非無故而曲徇其請也。蓋商務所爭在利，方今泰西諸族麇集中華，加一貧小之日本，亦復何傷？夫中國不過分西洋諸國之餘瀝，以沾丐東洋，而藉此可以聯唇齒之歡、孤俄人之黨；此所謂不費之惠、因時之宜，臣所以敢為朝廷請者也。若球案率結，寥寥荒島，即復封尚氏，終難自存。我不能庇累朝臣僕之琉球，復不敢抗蕞爾暴興之日本，從此海環萬國接踵效尤，法踞越南、英襲緬廓、俄吞朝鮮，數年之後，屏藩盡失。他國猶緩也，朝鮮一為俄有，則奉、吉兩省患在肘腋之間，登萊一道永無解甲之日矣。\n竊念俄事擾攘將及一年，廟堂無慾戰之心、將相無決戰之策，將來結局，大略可知。夫撫俄猶可言也，畏倭不可言也，情見勢絀，四裔交侵其能堪乎？此則臣所不能不為國家深憂之者也。從古來諸國角立之世，大率須審鄰國之治亂強弱，於我之遠近緩急分別應之，固無一律用武之道，亦無一概示弱之理。經傳所謂「度德量力」，史策所謂「遠交近攻」。故與俄戰，則不得不與倭和；與俄和，則不妨與倭戰。此謀國不易之策也。臣愚以為此時宜酌允商務以餌貪求，姑懸球案以觀事變，並與立「不得助俄」之約。俄事既定，然後與之理論，感之以推廣商務之仁、折之以興滅繼絕之義，斷不敢輕與我絕。設必不復球，則撤回使臣，閉關絕市；日本甚貧，華市一絕，商賈立窘。嚴修海防，靜以待之，中國之兵力、財力縱不能勝俄，何至不能御倭哉？相持一年，日本窮矣。\n臣聞近日外間文武將吏語及日本，皆謂「可討臺灣生番」一案，志士扼腕太息，以為失計。比者自俄警以來，徵兵選將，沿海森然。今日移防俄者以防日本，即借懾日本者以懾外洋各國，計孰有便於此者！倘此舉再誤，則中國安有振作之日哉？若夫出師跨海，搗橫濱、奪長崎、掃神戶，臣雅不欲為此等大言；至於修防以拒之、絕市以困之，此亦平實而甚易行者矣。臣所爭者非琉球之存亡，所計者乃國家之利害。仰懇廟謨裁斷，將商務擇無弊者允行，球案抽出緩辦。如聖意不決，即望飭李鴻章、左宗棠速議具奏；庶免倉卒定約，日後追悔。即或總署諸臣難於峻拒，但使封疆重臣執奏不允，即可據以為辭。昔宋真宗欲徇遼人所請，而寇準以為不可，卒改前議。此等大計，亦不可不令疆臣與議也。\n竊恐朝廷不察臣七月初十日上疏之本意，而又蹈「生番」一案之故轍，不得不縷析懇切言之。\n臺防重要敬舉人才片（光緒六年十月初一日）\n再，日本若有違言，南北海防他無足慮，北洋兵力尚厚，不能攻也；上海洋商所萃，彼不能包各國之利息，不敢擾也。所防者，惟臺灣為急。\n夫議臺防者已五、六年矣，而毫無成效者，不得人故也。閩省兵既不練，將材又少。竊聞甘肅軍營差委候補道劉璈，曩在左宗棠軍中，才識雄毅，兼有權略；前官浙西，治行第一。曾隨沈葆楨渡臺，辦理倭案。聞其平居私議，自謂惡寒喜熱；若有事臺灣，慨然願以身任。又廣東潮州鎮總兵方耀，智勇沉深，身經百戰，聲威赫然。臺灣距潮甚近，其地商務半系潮人；若令帶所部潮勇數營前往，風土尤為相習。竊思若得此文武兩人責以臺務，畀以重權，必能左提右挈，闢土阜財、撫番捍敵，為八閩之藩衛。蓋臺灣瘴熱，任此者不惟擇其才，又必服習水土、不致疾病者；該兩員尤為相宜。兩人材器，敢請詢之浙、粵兩省官吏士民，決無異詞。朝廷如以為可用，即當先其所急，不得任聽督、撫扣留。\n夫日本滅球，乃垂涎臺灣之漸；為保臺灣計、為保閩省計，此亦不可緩者也。惟望宸斷，早為決計施行。\n——以上見「全集」卷三「奏議三」。\n張文襄公選集二\n##
