敘\n賜進士出身誥授資政大夫布政使銜浙江記名道署按察使司按察使前湖北鹽法武昌道盛康譔\n道光初善化賀耦庚中丞因華亭陳氏有明經世文一編復踵陸氏切問齋文鈔之例輯開國以來諸家奏議文整合皇朝經世文編百二十卷巨典宏規於斯焉萃言經濟者宗之道光而後世變寖尋於今為烈而藎臣志士之所經營而維持者論議設施尤資考證曩歲歷官兩省即有志搜輯以續賀氏之書聞見日滋述錄難竟遂初多暇命子宣懷益加編次凡四朝經制事宜具詳六政其有關中外交涉者別為外編不與焉體例悉仍前編而增損其目書成卷數亦如之閱七年為光緒丁酉之歲校刊始畢為之敘曰國家重熙累洽二百餘年政治修明聲教漸被當極盛之下盈虛訊息在中葉而震業溯自道光三省餘甫平復啟環海互市之釁惟時河患頻仍歲祲屢告而金田俶擾尚稽天誅至於咸豐外侮內訌禍變益亟文宗親將帥貽之穆宗用能戡定大難以成未竟之功由是同治光緒兩朝沖齡繼祚訓承慈聖宮府內外協心宣力海宇晏然號為中興者幾二十年繄昔艱大未靖上下憂危深宮節儉為天下先典學方新土木不作申進諛之儆嚴失律之誅讜論敷施賢才感奮樞輔宏周知之略疆吏泯方隅之見凡奔奏禦侮諸臣莫不畢智竭慮以赴公家之急士氣民心固結而不可解殉守死綏後先接踵至策勳炳績皆百戰餘生敵愾同仇積十數年之久發逆殄戮捻回亦以次蕩平綜軍事之要湘淮立制始於團練而兵法以水師為長策餉需以釐捐為大宗東南底定首沛減賦之恩西北恢復備列建置之議於是分防抽練著為軍政若河工鹽漕諸政無不籌劃變通釐然畢舉蓋殷憂所以啟聖而師武臣力亦因盤錯以激厲有成必本懲前毖後之思始收治亂持危之效合四朝往事繫於一編亦是非得失之林也康今者年八十有四矣遭時多故垂老憂虞凡茲紀載所及皆躬歷而能言其故者又昔參向忠武公金陵戎幕於座主胡文忠公撫鄂時備員屬吏當日情事尤能引據翔實所謂碩公儒俊士畸民大都親炙周旋恍若接其緒論竊比葉紹翁聞見之錄陸務觀老學之記用迪前光述存略有志者徵文考獻儻亦有取於斯乎\n##
