圖　說\n《周禮·職方》掌天下之圖，閩居第二。是圖昉於周，秦分閩中郡。蕭何收秦圖籍，具知天下厄塞，郡圖由秦入漢矣。故漢淮南王雲：閩越以地圖察其山川要塞也。稽古典冊，左圖右史。志猶史也，圖可緄乎？圖郡城，志內也；圖八邑，志外也。圖學宮，以興秩節、鐘鼓管絃之化也；圖府廨，敷政臨民，退食自公之所也。此其犖犖大者舉之，若某地某景，其圖無所關，略之，志諸圖。\n## 《福州府志》序\n旊陶以為器，弗精其模，不可得而市也；輪軫以為輿，弗納於軌，不可得而驅也；守相以為民師帥，不慎持其摳釒月，不可得而整齊也。賢守易直，子諒以宅心，而制度損益，復綜梜載籍，圭臬前賢，因以筆之於書，昭法程而垂典則，斯則所謂有綱紀文章者矣。夫圖志之作，自古重之。《周禮》大司徒掌土地之圖，以辨物生，施政教，而職方氏按圖辨地，周知財用谷畜數，要使同貫利，推之鄉遂縣鄙，簡兵教稼於是乎詳，興事擾甿於是乎集。然則外史所掌四方之志，蓋厝注之權輿，弛張之鈐鍵，雖大小、繁簡各殊，要皆長吏才力精神所為彷徨而周浹者也。如徒以名邦勝蹟採摭英華，有裨掌故，其視紀載為已淺矣。福建於周為七閩，地處閩中，自無諸建國，風氣至唐而開，至宋明而盛，海濱鄒魯之稱有自來矣。聖天子仁澤涵濡，聲靈旁鬯，閩地數千裡，名城大都拱護東南，而省會則節使軍府駐轅之地，所以控制上下游者也。餘恭膺簡命，總制浙閩，次第規劃之餘，因得考所屬政績，顧恆謂治省郡與外郡殊，治福州與他省郡又殊。何者？分省劃疆，勢取居中鎮外，而福州層巒巨浸，在在皆邊地要衝，所屬介山海之間，民無蓋藏，仰給上游，溪峒叢深易動以肆，闤闠間利而巧，文而不慚。故為守者撫馭教養，恆什倍其心力以求濟。而又一城之中，戎行商販之所參錯，鹽筴軍儲之所屯貯，朝貢船舶之所往來，徵調轉輸之所總彙，章程不立，則奸宄益滋，令甲不彰，則觀聽易惑。此太守徐君勤勤於郡志之修輯，殆亦樞鑰在心，而恭求所以整齊之法者歟？我國家列聖相承，幅員廣袤，開闢未有。邇年恭遇《大清一統志》告成，出自內府，賚及群工。《周書·王會》之篇，唐人職貢之圖，不足方其盛矣。顧郡志亦有不可廢者，蓋紀載典章，朝廷職要，郡國職詳，邦域既分，統轄攸屬。按志而核之，其間版籍、戶口、賦額所由登耗，坊庸，樹藝、農功所由廢興，服用、儀節，習尚所由淳漓，方物、懋遷、食貨所由贏絀，以及名卿、碩士鍾靈過化之區，廣谷、大川設戍安屯之所，莫不條分縷析，較若列眉。為政者補偏救弊，於以成其禮俗，登之仁壽，馴彼驕悍，而蒸我秀髦。不獨宏綱鉅典，衣被前光。即村墟之遺事，田叟之風謠，一話一言，皆黃堂聽治所日懸其格式律令者也。詎但稽圖數典，無訾其闕遺乎哉！夫志者，志也。志古以範今，志今以垂後也。太守居表率之地，能自別利器於十屬中，樹之風聲，則自茲以往，直為陶之運鈞，輿之轉軸，推移變化而無乎不利，由此志也。以希蹤前朝賢守，嚴、虞、程、蔡，何多讓焉？餘嘉是書克成，有裨政治，而足垂久遠，因著其大指若此。至於排纂體例，紀述源流，博奧詳明，太守天祿石渠之彥，珥筆優為之，不待贅矣。是為序。\n太子太保、兵部尚書兼都察院右都御史、總督福建、浙江等處地方軍務，兼理糧餉世襲騎都尉長白喀爾吉善撰。\n## 《福州府志》序\n國家列聖相承，覆育四海。沐日浴月之鄉，莫不涵濡聲教，匯合車書，幅員之廣，古今未有。乾隆十六年，頒行《大清一統志》三百五十六卷，繡壤綠字，職方所紀載，固足彪炳萬世矣。歲辛未，餘自豫移撫閩疆。甫下車，知福州府事徐景熹即以修府志為請。維七閩介在島夷嵎夷之間，至三國吳時，始通中國，其俗好義而尚文，在昔已然。自楊龜山得伊川之道而南，而羅、李繼之。其後子朱子產於崇安，倡明聖學，一時燻其德教，皆知以孔、孟為依歸，此海濱鄒魯之稱所由來也。福州為省會之地，《統志》所載，辭嚴義核，舉其大綱，即《福建通志》羅列全省十郡，其節目亦間有未備，則郡志之修，誠不可已矣。顧福州郡志之修，其紀載有宜異於他志者數端：凡居民材用必因其地，所謂廣谷大川異制，民生其間者異俗，為治者不可不辨也。福郡負山帶海，生齒繁庶，無不墾之地，無不耕之民，而終歲民食，常仰資於上游各郡。至於商賈負販百貨，則皆來自海洋。自制府高文良公請開海","is_preview":true,"preview_page_limit":10}
